Physical tools aren't everything. He's a long shot to ever be an NFL receiver.

He can learn what he lacks, you can't learn that combination of size and speed.

I think it's doubtful seeing how he's been kept on the practice squad for two years, there's got to be something wrong with him. Is he not bright enough to remember what he's supposed to be doing, does he have Ginn hands?
